Can Payment by Results measure desistance?
Interviewed by crime and justice blogger Russel Webster, Mark Johnson explains that measuring reoffending rates is not the most beneficial approach to rehabilitation. Instead we should consider desistance from crime as a non-linear process where people may gradually reduce the severity and frequency of crimes committed.
